Chris, we had an INCTPC meeting today.  I am speaking to you as president of that group.  The consensus was that we do not want fusion splicing done on City of Tacoma, Health Department, LESA, Pierce County, or Interagency fiber pairs as a matter of course.  There may be situations where a small section of the ring may be appropriate to fusion splice, but each entity would need to be consulted with and agree to the splicing.

Also, we wanted to know if you have had your meeting with your supervisor and if so, do you have any information for us concerning future maintenance, build out, or funding plans?

Thanks, Chris.  We are in agreement with your idea of fusion splice for our jumpered connections where we are having the problems.  Can you do that on your schedule as it should not affect our connectivity because we are using the spare pair?  Then we could move back to our pair to see if the problem is fixed?  We will appreciate receiving an outline of your 2012 projects related to the loop.

Mike,

As you know, Pierce County IT has had connectivity issues between Sewer and the Dome on the Legacy Ring (City Loop).  When we put you on a maintenance pair between those two node, connectivity was restored for three weeks until it crashed.  Your group reversed the light path, which somehow brought back connectivity.  When we shot the fiber with the ODTR, nothing major showed up expect for a ¾ dB loss at one spot on the fiber.  This was the only thing that looked out of the ordinary, but not enough to justify bringing the whole loop down.  When it comes right down to it, loss is loss.  Tacoma Fire would like to get Pierce County back on their original fibers by fusion splicing low loss connectors at the two nodes in question.  You would still have the capability of a patch panel without the dB loss of four hand polished connectors.  I would like to try this and monitor for a month.  This is something that we are thinking about implementing globally around the ring, which would take time, money and outages.  We would start with a maintenance pair and test with 10GB to get an error count.

The other issue with the ring is the Murray Morgan span, which will be cleared up when Phase 1 of construction is complete.

As far as your second bullet, I am meeting with my supervisor later this week to discuss 2012 projects, which includes the fiber.  I'll let you know the outcome.

As current Chairperson of the Inter-Governmental Network Consortium of Tacoma-Pierce County, I am requesting some information related to the Interagency Fiber Ring operation and maintenance.

During our meeting this month several members had some questions regarding the Interagency Fiber Ring.  In particular there is information requested concerning the following two areas.

·        The members are aware of at least two areas on the ring where certain strands on a section of the fiber are bad or unusable.  In those cases the affected member has been able to use a spare "maintenance pair" to bypass the bad section.  We would like to know if there is a plan to repair these areas so that all pairs are again usable.

·        The members have a general question regarding the ongoing maintenance funding for the Interagency Fiber Ring.  Specifically the question is to clarify if there is sufficient funding to properly maintain this important infrastructure.  In addition, the members would like to know if there has been any discussion about utilizing funds, that may be available from the new South Sound 911 Tax (Levy), to not only support ongoing maintenance but to add additional new fiber to the ring.  This would be a valuable addition to increase and improve the capability of regional partners to better communicate and support the new 911 system requirements.
